موضوع: - صارفین کو پرو-راٹا بلنگ کا طریقہ کار
ماضی قریب میں، نیپرا نے پاکستان کی تمام تقسیم کار کمپنیوں میں ضرورت سے زیادہ بلنگ کے معاملے پر انکوائری کی۔ رپورٹ میں جس اہم مسئلے پر روشنی ڈالی گئی ہے اس میں گھریلو صارفین کی بلنگ کا تجزیہ شامل ہے جہاں 30 دن کے بلنگ سائیکل سے آگے ماہانہ ریڈنگ لی گئی تھی۔ تاخیر سے میٹر ریڈنگ کم استعمال کرنے والے صارفین کے بلوں میں اضافے کا باعث بنتی ہے، اس طرح ان کی کیٹیگری کو محفوظ سے غیر محفوظ صارفین میں تبدیل کرنا، کم سے زیادہ ٹیرف سلیب میں تبدیلی اور صارفین کی لائف لائن صارفین سے نان لائف لائن صارفین میں تبدیلی۔

2. صارفین کے انفرادی حقوق کے تحفظ کے لیے اور مہنگے بلوں کی طرف جانے والی میٹر ریڈنگ میں تاخیر کو روکنے کے لیے پرو ریٹا بلنگ کے لیے ایک طریقہ کار تجویز کیا گیا ہے۔ ایسی صورتوں میں جہاں بلنگ کا مہینہ گزٹ/عوامی تعطیلات، مذہبی تقریبات، یا موسمی خطرات کی وجہ سے کیلنڈر مہینے کے دنوں سے زیادہ ہو، صارفین کو کیلنڈر مہینے میں دنوں کی تعداد کے تناسب کی بنیاد پر بل کیا جانا چاہیے۔ DISCOs اور PITC کے فرائض اور ذمہ داریوں کا خاکہ ذیل میں ہے:

DISCOs اور PITC کی ذمہ داریاں:

a) DISCOs کو تمام میٹر ریڈرز کو جدید ترین موبائل میٹر ریڈنگ (MMR) سافٹ ویئر کے ساتھ موبائل سیٹ فراہم کرنے چاہئیں۔ اس سافٹ ویئر کو جیو فینسنگ کی صلاحیتوں کے ساتھ، میٹر ریڈنگ کی اصل تاریخ کی ریکارڈنگ کو فعال کرنا چاہیے،

b) DISCOs کو چاہیے کہ وہ اندرون خانہ میکانزم قائم کریں اور فیلڈ فارمیشنز کے لیے وسائل مختص کریں تاکہ یہ یقینی بنایا جا سکے کہ ماہانہ بلنگ سائیکل کیلنڈر مہینے کے دنوں سے زیادہ نہ ہو۔
c) اگر بلنگ کے دنوں کی تعداد بلنگ سائیکل کیلنڈر کے مہینے کے دنوں سے زیادہ ہو جائے یا کم ہو جائے، تو ماہانہ بلنگ کو بلنگ سوفٹ ویئر کی طرف سے ایک کیلنڈر مہینے میں دنوں کی اصل تعداد کو مدنظر رکھتے ہوئے تناسب کی بنیاد پر ایڈجسٹ کیا جانا چاہیے۔ حد سے زیادہ یا کم ہونے والے دنوں کے لیے باقی ماندہ یونٹوں کو آگے بڑھایا جانا چاہیے اور بعد کے بلنگ سائیکلوں میں ایڈجسٹ کیا جانا چاہیے۔
d) بعد کے بلنگ سائیکل کے دوران، میٹر ریڈر کے لیے یہ ضروری ہے کہ وہ مقررہ تاریخ پر میٹر ریڈنگ کرے، جس کا مقصد پچھلے بلنگ سائیکل میں کم چارجنگ یا اوور چارجنگ کی وجہ سے صارفین کی مجموعی بلنگ پر ہونے والے کسی بھی اثر کو کم کرنا ہے۔ یہ پروٹوکول اس بات کو یقینی بناتا ہے کہ بلنگ کیلنڈر کے مہینے کے دنوں کے پیرامیٹرز پر عمل پیرا ہے جس میں پہلے سے زیادہ یا کم کیے گئے دنوں شامل ہیں۔ تیسرے بلنگ سائیکل سے شروع کرتے ہوئے، صارفین کی بلنگ سختی سے کیلنڈر کے مہینے کے دنوں پر مبنی ہونی چاہیے۔ اس اہم طریقہ کار پر عمل کرنے میں ناکامی بلنگ میں تضادات کے ایک جاری دور کو برقرار رکھ سکتی ہے۔

e) اصل میٹر ریڈنگ، جیسا کہ میٹر ریڈنگ سنیپ میں کی گئی ہے، کیلنڈر کے مہینے کے دنوں سے زیادہ ہونے کی صورت میں پرو ریٹا کی بنیاد پر پوسٹ کی گئی میٹر ریڈنگ سے مختلف ہوگی۔ صارفین کی آگاہی پیدا کرنے کے لیے، میٹر کے اسنیپ شاٹ کے نیچے درج ذیل پیراگراف کو بل پر پرنٹ کیا جانا چاہیے۔

f) "موجودہ پڑھنے کو اسنیپ پر ریکارڈ کرنے کے بجائے کیلنڈر کے مہینے کے دنوں میں کھپت کو برقرار رکھنے کے لئے تناسب کی بنیاد پر پوسٹ کیا گیا ہے۔

g) پڑھنے کی اصل تاریخ، جیسا کہ میٹر ریڈنگ سنیپ میں کی گئی ہے، بلنگ کے شیڈول سے پڑھنے کی تاریخ پر انحصار کرنے کے بجائے، بجلی کے بلوں پر "ریڈنگ ڈیٹ" کالم میں پرنٹ کی جانی چاہیے۔

h) "میٹر اسٹیٹس" کالم میں ایک خاص کوڈ متعارف کروائیں جو اس بات کی نشاندہی کرتا ہے کہ ریڈنگ "بلنگ سائیکل دنوں" تک محدود ہے۔ اس کوڈ کو E-Bills کی بلنگ ہسٹری میں بھی جھلکنا چاہیے، جو کہ پڑھنے کے پچھلے رجحانات میں مرئیت فراہم کرتا ہے۔

i) فیلڈ سٹاف کی کارکردگی کا مؤثر طریقے سے جائزہ لینے اور نگرانی کرنے کے لیے ہر بیچ میں مذکورہ کوڈز پر مشتمل ایک فہرست تیار کریں۔

j) کیلنڈر مہینے کے دنوں میں ماہانہ بلنگ کا انتظام کرنے میں ناکام رہنے والے افسران اور اہلکاروں کے خلاف تادیبی کارروائی شروع کی جائے۔ اسے افسران کے کلیدی کارکردگی کے اشارے (KPIs) میں بھی شامل کیا جانا چاہیے۔

3. DISCOs اور PITC کو بھی اس طریقہ کار کو نافذ کرنے کے لیے مناسب اقدامات کرنے کی ضرورت ہے۔

Subject: - MECHANISM FOR PRO-RATA BILLING TO CONSUMERS

In the recent past, NEPRA conducted an inquiry on the issue of excessive billing across the distribution companies in Pakistan. The prime issue highlighted in the report include an analysis of billing of domestic consumer where monthly readings were taken beyond the 30-days billing cycle. The delayed meter reading lead to inflated bills for lower-usage consumers, thereby changing their category from protected to unprotected consumers, change of lower to higher tariff slabs and shift of consumers from lifeline consumers to non-lifeline consumers. 

2. In order to protect individual rights of consumers and to restrain delayed meter readings leading towards inflated bills a mechanism is Proposed for pro-rata billing. In the instances where the billing month exceeds calendar month days due to gazette / public holidays, religious celebrations, or climatic hazards, consumers should be billed on a pro-rata basis for the number of days in a calendar month. The duties & responsibilities of DISCOs and PITC are outlines as under:

DISCOs and PITC Responsibilities:

a) DISCOs should provide mobile sets with the latest Mobile Meter Reading (MMR) software to all meter readers. This software should enable the recording of the actual meter reading date, accompanied by geo-fencing capabilities,

b) DISCOs should establish an in-house mechanism and allocate resources to field formations to ensure that the monthly billing cycle does not exceed the days of the calendar month.

c) Ifthe number of billing days surpasses or falls short of the billing cycle calendar month days, the monthly billing should be adjusted on a pro-rata basis by the billing software, considering the actual number of days in a calendar month. Any remaining units for the exceeded or decreased days should be carried forward and adjusted in subsequent billing cycles.

d) During the subsequent billing cycle, it is imperative for the meter reader to perform the meter reading on the scheduled date, aiming to alleviate any impact on overall consumer billing caused by undercharging or overcharging in the preceding billing cycle. This protocol ensures that billing adheres to the parameters of calendar month days encompassing any previously exceeded or decreased days. Starting from the third billing cycle, consumer billing should be strictly based on calendar month days. Failure to adhere to this vital procedure may perpetuate an ongoing cycle of billing discrepancies

indefinitely.

e) The actual meter reading, as captured in the meter reading snap, will differ from the meter reading posted on a pro-rata basis in case of exceeding calendar month days. To create consumer awareness, the following paragraph should be printed on the bill under the meter snapshot:

f) "The present reading is posted on a pro-rata basis to keep consumption within calendar month days instead of being recorded on the snap.

g) The actual reading date, as captured in the meter reading snap, should be printed in the "Reading Date" column on electricity bills, rather than relying on the reading date from the billing schedule.

h) Introduce a special code in the "meter status" column indicating that the reading is restricted to "billing cycle days." This code should also be reflected in the billing history of E-Bills, providing visibility into previous reading cycle trends.

i) Generate a list containing the mentioned codes in each batch to evaluate and monitor the performance of field staff effectively.

j) Disciplinary action should be initiated against officers and officials who fail to manage monthly billing within calendar month days. This should also be added to the Key Performance Indicators (KPIs) of the officers.

3. DISCOs and PITC are also required to take appropriate steps to implement the mechanism.

Pro rata based present reading is a method where the electricity bill is calculated based on the current meter reading, rather than the previous recorded reading. This approach ensures that consumers are billed only for their actual energy consumption, rather than estimated or previously recorded usage.

Here's how it works:

1. The meter reader takes the current reading.

2. The billing system calculates the consumption based on the difference between the current reading and the previous reading (if available).

3. If there is no previous reading (e.g., for new connections), the billing system estimates the consumption based on the average usage for similar consumers.

4. The bill is generated based on the calculated consumption, using the applicable tariff rates.

Pro rata based present reading is a more accurate and fair method, as it reflects the actual energy consumption, and helps to:

- Reduce billing errors

- Eliminate estimated billing

- Encourage energy efficiency

- Promote transparency in billing

پرو ریٹا پر مبنی موجودہ ریڈنگ ایک ایسا طریقہ ہے جہاں بجلی کے بل کا حساب سابقہ ​​ریکارڈ شدہ ریڈنگ کے بجائے موجودہ میٹر ریڈنگ کی بنیاد پر کیا جاتا ہے۔ یہ نقطہ نظر اس بات کو یقینی بناتا ہے کہ صارفین کو تخمینہ شدہ یا پہلے ریکارڈ شدہ استعمال کے بجائے صرف ان کی توانائی کی حقیقی کھپت کے لیے بل دیا جائے۔

4. لاگو ٹیرف کی شرحوں کا استعمال کرتے ہوئے، حسابی کھپت کی بنیاد پر بل تیار کیا جاتا ہے۔

پرو ریٹا پر مبنی موجودہ پڑھنا ایک زیادہ درست اور منصفانہ طریقہ ہے، کیونکہ یہ توانائی کی حقیقی کھپت کو ظاہر کرتا ہے، اور اس میں مدد کرتا ہے:
